My friend Rajesh has created three awesome Google Chrome Bootscreens for Windows 7 users, you can use on your Windows 7 machine and get Google Chrome OS feel.
Here are the 3 different bootscreens :-

Google Chrome OS Circle Bootscreen
Google Chrome OS Classic Bootscreen
How to apply:-
- Download Windows 7 Boot Updater,
- Now download extract the bootscreen which you wanna apply
- Now launch Windows 7 Boot Updater and click on File –> Load Boot Skin
- Now browse the extracted bootscreen file
- Now at last click on apply and the it will make few changes in windows system files and that’s it, you will get new bootscreen on next boot.
